Executive Order 13770 (Jan. 28, 2017) delivered the promised ban by the promised mechanism: every political appointee had to pledge never, at any time after leaving government, to engage in activity for a foreign government or foreign political party that would require registration under the Foreign Agents Registration Act. The ban remained in force throughout the term, but on Jan. 19, 2021 Trump revoked the order, providing that employees and former employees would no longer be subject to those commitments after noon Jan. 20, 2021. The lifetime ban was issued as promised but terminated by its author after four years, so only part of the promise was kept.
