Three days after taking office, on January 23, 2017, Trump signed a presidential memorandum ordering an across-the-board freeze on federal civilian hiring, exempting military personnel and positions deemed necessary for national security or public safety, and directing OMB to plan long-term workforce reduction through attrition — the measure promised in October 2016. The freeze was lifted on April 12, 2017 and replaced with agency-by-agency workforce reduction plans. The promise as stated — to immediately pursue a hiring freeze with those exemptions — was delivered.
