The promised 'Clean up Corruption in Washington Act' was never enacted by Congress during Trump's 2017-2021 term. Trump did implement a portion of the pledge administratively: Executive Order 13770 (January 28, 2017) bound appointees to a 5-year post-employment lobbying ban and a lifetime ban on lobbying for foreign governments. However, on January 19-20, 2021, his final hours in office, Trump signed Executive Order 13983 revoking those ethics commitments, releasing his appointees from the restrictions, and the broader legislative ethics package never materialized.
