Measurable components saw real delivery during the 2017-2021 term: Black unemployment fell to a then-record low of 5.5% in August 2019, with Hispanic unemployment matching record lows the same year, and Trump signed the bipartisan First Step Act criminal-justice reform on December 21, 2018. However, the 2020 pandemic recession reversed much of those employment gains before the term ended, and the pledge that every American would be 'treated equally, protected equally, and honored equally' is not objectively measurable and remained sharply contested.
