As of July 2, 2026, China's permanent normal trade relations (most favored nation) status has not been revoked, and no four-year plan to phase out Chinese imports of essential goods has been adopted. Trump's January 20, 2025 America First Trade Policy memorandum directed the Commerce Secretary and USTR to assess legislative proposals on PNTR, and revocation bills (H.R. 694/S. 206) were introduced in the 119th Congress but have not passed; as of March 2026 the U.S. International Trade Commission was still studying the effects of revocation, with a report due August 21, 2026. The administration raised China tariffs under other authorities but later negotiated reductions, leaving the specific promised deliverables unfulfilled.
