Eleven days into his second term, Trump signed Executive Order 14192 (Jan. 31, 2025) requiring agencies to identify at least 10 existing regulations for repeal for each new regulation issued. OMB's Office of Information and Regulatory Affairs reported that in FY2025 agencies finalized 646 deregulatory actions against 5 regulatory actions, a 129-to-1 ratio. Independent regulatory analysts, including George Washington University's Regulatory Studies Center, dispute that tally because it counts guidance documents and already-defunct rules, so a verified 10-to-1 elimination of binding regulations is not independently established. Trump personally drove the pledge and official figures exceed it, but the term is ongoing (as of July 2, 2026) and complete delivery rests on the administration's own accounting.
