Adversarial re-check: all three sources cited by the prior rating are REAL, live, and quoted accurately. Public Law 119-21 was independently confirmed on govinfo as 'An act to provide for reconciliation pursuant to title II of H. Con. Res. 14,' originating as H.R. 1 and approved July 4, 2025. The IRS newsroom page confirms verbatim that the qualified-tips deduction has a 'Maximum annual deduction is $25,000,' is 'Effective for 2025 through 2028,' and 'phases out for taxpayers with modified adjusted gross income over $150,000 ($300,000 for joint filers).' The Federal Register citation was bot-blocked on direct fetch but was verified through the Federal Register API: document 2026-07104, 91 FR 19026, a final Rule published 2026-04-13 and effective 2026-06-12, with the abstract matching the prior rating's quote word-for-word. No invented, broken, or misquoted sources; the prior rating's evidentiary basis survives scrutiny in full. On the substance, the promise verb is 'eliminate,' and taxes on tips demonstrably still exist. I independently confirmed the payroll-tax carve-out that is load-bearing for a sub-FULL rating: IRS Tax Topic 761 instructs employers to use the tip report to 'figure the amount of Social Security, Medicare and income taxes to withhold for the pay period on both wages and reported tips.' What was enacted is a federal INCOME-tax deduction only, capped at $25,000, phasing out at higher incomes, and sunsetting after 2028; FICA payroll taxes on tips are untouched and state income taxes are unaffected. The companion clause, 'pursue additional Tax Cuts,' was fully met through the same law (overtime, senior, and car-loan-interest deductions). Cross-party fairness check: a Democrat who promised to 'eliminate' a tax and delivered a capped, four-year, income-tax-only deduction leaving the payroll tax intact would draw the same PARTIAL label under this standard, so the rating is neither lenient nor harsh. I did weigh CHAMPIONED (+0.75), since Trump originated the policy, drove it into the reconciliation bill, signed it, and had Treasury/IRS implement it through final regulations, which is genuine leadership beyond a single supporting vote. That reading is defensible, and the PARTIAL/CHAMPIONED boundary is the one real source of residual uncertainty here, which is why confidence is not higher. PARTIAL is retained because the rubric's CHAMPIONED tier is aimed at efforts that did not fully land, whereas the decisive fact in this case is the measurable gap between the absolute promise to 'eliminate' and a capped, temporary, income-tax-only delivery. Rating stands.
