As of July 3, 2026, the promised 15% corporate rate for domestic manufacturers has not been enacted. Trump pressed the proposal as president, telling the World Economic Forum on January 23, 2025 that he would bring the corporate rate down from 21 to 15 percent for companies that make their product in the U.S. However, the One Big Beautiful Bill Act he signed on July 4, 2025 -- his signature tax law -- left the statutory corporate rate at the 21% TCJA level, instead giving manufacturers temporary 100% expensing for new factories and permanent expensing for equipment and R&D. The rate cut was advocated but did not land in the enacted legislation.
