The promise has two concrete deliverables and neither landed: (1) China's MFN/PNTR status was not revoked (that requires an act of Congress; Trump's Day One America First Trade Policy memo only directed Commerce/USTR to 'assess legislative proposals regarding PNTR', and the bipartisan Restoring Trade Fairness Act by Reps. Moolenaar and Suozzi was not enacted), and (2) no four-year plan to phase out essential Chinese imports was released. PolitiFact rates the promise 'Stalled' as of Feb. 19, 2026 (page fully fetched and live). Trump nonetheless GENUINELY ENGAGED with the promise's direction: the on-point PNTR assessment memo plus an aggressive 2025 China tariff campaign (goods-trade deficit with China fell 30%+ from 2024 to 2025), which rules out IGNORED ('never engaged'). But he did not lead/sponsor the PNTR revocation bill and did not release any phase-out plan, so CHAMPIONED overstates. The November 2025 trade deal lowered fentanyl tariffs (20%->10%) and suspended heightened reciprocal tariffs while preserving normal trade relations — a partial de-escalation from peak levels rather than a wholesale reversal to pre-Trump normalcy, so MISALIGNED is too harsh. Nonpartisan consistency check: a politician of either party with this record (a memo directing assessment + big tariffs, but no MFN revocation, no phase-out plan, then a de-escalation deal) would fairly earn ATTEMPTED. Sources are real and support the outcome (Foreign Policy and Congress.gov returned bot-block 403s to automated fetch but are verified-real via search snippets and multiple corroborating outlets). Confidence 0.6 reflects the genuine ATTEMPTED-vs-IGNORED borderline.
