The promised tariff phase-in is formally underway: after a Section 232 investigation opened April 1, 2025, Trump signed an April 2, 2026 proclamation imposing a 100% tariff on patented pharmaceutical imports, phasing in beginning July 31, 2026, with a reduced 20% rate for companies with approved U.S. onshoring plans, and the White House cites roughly $400 billion in resulting U.S. pharmaceutical investment commitments. However, generic drugs - the bulk of essential medicines - are expressly excluded from the tariffs 'at this time,' duties had not yet begun collection as of July 3, 2026, and reshored production remains largely at the commitment stage. The tariff mechanism is partially delivered, but the promised return of production of all essential medicines has not occurred.
