Trump promised on September 24, 2024 to appoint a dedicated 'manufacturing ambassador' to persuade foreign manufacturers to relocate to the U.S. Through July 3, 2026 — about 17 months into his second term — no such ambassador or position has been announced; the administration has instead pursued the underlying reshoring goal through broad tariffs and by creating the U.S. Investment Accelerator office at Commerce (Executive Order 14255, March 31, 2025) to recruit large investments. Manufacturing payrolls nonetheless declined during 2025 rather than growing, so the effort has been pushed by other means but the promised appointment and job gains have not materialized.
