In his second term Trump has taken concrete executive actions toward domestic production of security-critical materials — including Executive Order 14241 (March 20, 2025) invoking emergency authorities to expand American mineral production and Section 232 national-security trade actions on processed critical minerals, steel, and aluminum. However, as of July 3, 2026 no across-the-board requirement that all essential national-security materials be produced in the United States has been enacted, and manufacturing employment declined during 2025 rather than adding the promised 'millions and millions' of jobs. The effort is genuine and ongoing but far short of the promised outcome.
