Trump invoked the Alien Enemies Act on March 14, 2025 (Proclamation 10903), directing removal of Venezuelan members of Tren de Aragua, and about 137 men were deported under it to El Salvador's CECOT prison on March 15-16, 2025. Courts then halted the program: the Supreme Court required adequate due-process notice in April and May 2025, a federal appeals court ruled in September 2025 that the Act could not be used against the gang, and on February 12, 2026 a district judge ordered the government to facilitate the deportees' return. The Act was invoked and briefly used as promised, but removals under it were stopped and partially unwound, far short of removing 'all known or suspected gang members.'
