Executive Order 14161 (January 20, 2025) directed agencies to vet and screen all aliens seeking admission to the maximum degree possible, restoring the first-term 'extreme vetting' framework. The State Department implemented it by expanding social-media and online-presence review across visa categories during 2025, with a further expansion effective March 30, 2026, and the June 2025 entry suspensions were justified on identified vetting and screening deficiencies. The promised vetting regime aimed at excluding terrorism-linked applicants was put in place; whether it succeeds in every case is not independently measurable, so the rating reflects the deliverable as stated.
