Executive Order 14159 (January 20, 2025) directed the Attorney General and DHS to ensure sanctuary jurisdictions do not receive federal funds, and the administration moved to implement cutoffs and identify noncompliant jurisdictions. Federal courts blocked the effort: Judge William Orrick issued a preliminary injunction on April 24, 2025, and on August 22, 2025 barred withholding or conditioning funds for 34 cities and counties, with the administration's appeal pending at the Ninth Circuit into 2026. Because the defunding was formally ordered and pursued but judicially blocked, and mandatory local cooperation has not been achieved, this is a genuine attempt that has not landed as of July 3, 2026.
