On the merit-prioritization and American-workers components, the administration delivered concrete executive action: a September 19, 2025 proclamation restricted new H-1B entries unless accompanied by a $100,000 payment and directed agencies to prioritize admission of high-skilled, high-paid workers, taking effect September 21, 2025 (a June 2026 Massachusetts district-court ruling vacated the fee but was stayed in part pending appeal, while a D.C. district court upheld it). Chain migration, however, was not ended: the family-based preference categories are set by statute and no legislation or rule altering them has been enacted through July 3, 2026. Some of the promise was kept, but its most specific commitment was not.
