On January 20, 2025 — day one of his second term — Trump signed the 'Securing Our Borders' executive order and related emergency measures, and crossings then fell to historic lows: CBP reported the lowest start-of-fiscal-year encounter totals on record for FY2026 with months of zero releases. The removal component is substantially incomplete as of July 2026: official statistics show ICE deported 442,637 people in FY2025 (a period that includes Biden's final months), and DHS claims over 675,000 removals plus an estimated 2.2 million self-deportations in year one — far short of returning the millions who entered during the Biden administration. The border-sealing half of the promise was essentially delivered; the send-them-all-back half was not.
