On his first day back in office, January 20, 2025, Trump signed Executive Order 14154 declaring a policy to eliminate the 'electric vehicle (EV) mandate' and revoking Biden's Executive Order 14037 EV-sales target. On June 12, 2025 he signed Congressional Review Act resolutions nullifying the California Clean Air Act waivers that underpinned the Advanced Clean Cars II zero-emission-vehicle sales mandate, and on February 12, 2026 EPA finalized repeal of the greenhouse-gas endangerment finding and all vehicle GHG emission standards. The complete dismantling extended beyond day one and faces pending litigation, but the federal and state EV requirements he described as the mandate have been ended.
