Trump delivered the promised executive action on schedule: on Jan. 20, 2025, he signed a presidential memorandum withdrawing all Outer Continental Shelf areas from offshore wind leasing and halting new federal wind approvals, and no new wind permits issued while it was in force. Offshore wind did not end, however - already-permitted projects such as Vineyard Wind and Revolution Wind kept building - and on Dec. 8, 2025, a federal judge ruled the order unlawful and vacated it; the administration withdrew its appeal in June 2026, leaving the vacatur in place. He personally led the effort hard, including further lease suspensions in late 2025, but the promised end of offshore wind was achieved only partly and temporarily.
