Trump entered office pledging to refill the Strategic Petroleum Reserve, but additions during 2025 were modest: the reserve held about 415 million barrels by early March 2026, far below its roughly 700-million-barrel capacity. After the U.S.-Iran war effectively closed the Strait of Hormuz beginning Feb. 28, 2026, Trump ordered a 172-million-barrel release as part of a coordinated IEA response, and EIA reported SPR stocks of 397.9 million barrels in late April 2026 with large weekly releases ongoing. The promised immediate fill-up never occurred - refill efforts were genuine but small, and by mid-2026 the reserve was being drawn down well below its January 2025 level, albeit for the emergency purpose the reserve exists to serve.
