Revised CHAMPIONED -> ATTEMPTED on independent audit re-verification (2026-07-23). Attribution and sources confirmed correct. The two-part promise (deny protection to delinquent allies; encourage Russian aggression against them) did not land: no ally was ever denied Article 5, Trump signed two unconditional 'ironclad' Article-5 reaffirmations (Hague 2025-06-25, Ankara 2026-07-08), the pay-to-play rule was never formally proposed, and on 2025-09-23 he advocated NATO shoot down Russian aircraft -- contradicting the encourage-aggression half. What occurred was pressure short of the promise (Spain trade cutoff, ~5,000-troop Germany drawdown) -- advanced but not landed. ATTEMPTED (+0.25); PARTIAL (+0.5) is a defensible adjacent alternative. CHAMPIONED (+0.75) overstated a promise that was actively contradicted in part.
