Trump's February 21, 2025 America First Investment Policy memorandum directed use of CFIUS and other legal tools to restrict PRC-affiliated investment in technology, critical infrastructure, agriculture, energy and other strategic sectors, and USDA announced a National Farm Security Action Plan on July 8, 2025 targeting foreign-adversary farmland ownership. However, as of mid-2026 comprehensive new statutory restrictions had not been enacted; lawmakers were still introducing farmland-crackdown legislation in May 2026, and multiple outlets reported that month that Trump defended Chinese farmland purchases amid a trade deal with Beijing. Directive-level restrictions were put in place, but the promised aggressive across-the-board restrictions were not fully enacted.
