Through July 3, 2026, the second Trump administration has acted on two of the three commitments. The January 20, 2025 America First Trade Policy memorandum directed reviews of trade agreements to ensure federal procurement favors domestic workers and manufacturers, and the April 2, 2025 reciprocal-tariff executive order was justified expressly as reversing a hollowed-out manufacturing base and rebuilding critical supply chains, with further Buy American enforcement pushes in 2026 on Made-in-America labeling and procurement waivers. However, no measure banning companies that outsource jobs from doing business with the federal government has been enacted, and supply-chain reshoring remains a work in progress rather than an accomplished result.
