The promise is specifically to SIGN concealed carry reciprocity legislation, an act that is conditional on Congress first passing a bill and sending it to the president's desk. Independently re-verified: the Constitutional Concealed Carry Reciprocity Act (H.R. 38) was reintroduced in Jan 2025, reported favorably out of the House Judiciary Committee on March 25, 2025 (18-9), and placed on the Union Calendar (#289) on Oct 3, 2025, but as of July 2026 it has NOT received a full House floor vote and the Senate has not acted, so no bill has ever reached Trump for signature. PolitiFact (Jan 29, 2025) confirms there has been no executive action by Trump on concealed carry reciprocity and that no such law has been signed; a president also cannot accomplish reciprocity by executive order (it requires legislation). Trump has repeatedly and publicly reaffirmed support and said his administration is 'working on' it, so he has neither ignored nor opposed the promise. Under a party-neutral standard, a president who pledged to sign a bill his own party's Congress has not yet passed to his desk warrants NO_OPPORTUNITY, not a penalty (IGNORED/ABSTAINED too harsh given ongoing advocacy; ATTEMPTED too generous given verbal support is not concrete advancement of a signature). Adversarial checks cleared: all three cited sources are real, live, and support the outcome; the undated 'Maryland Shall Issue passes the House' item refers to an older Congress and does not establish a 119th-Congress floor vote.
