However, explicit homeschool language was dropped from the final statute, which ties these expenses to an 'elementary or secondary public, private, or religious school,' so homeschool families' access depends on whether their state treats homeschools as private schools. No federal action has addressed the promised access to athletic programs, clubs, and other school activities for homeschoolers. Part of the promise was delivered in substance; part was not.
