The reconciliation law President Trump signed on July 4, 2025 (P.L. 119-21) substantially expanded 529 accounts: K-12 qualified expenses now include curriculum and curricular materials, books, online educational materials, tutoring, standardized testing fees, dual enrollment fees, and educational therapies, and the annual K-12 withdrawal cap doubles to $20,000 beginning in 2026. However, the enacted statute ties K-12 expenses to enrollment or attendance at an elementary or secondary public, private, or religious school and never mentions homeschooling, so homeschool families' eligibility depends on how state law classifies their arrangement rather than on equal statutory footing. The 529 expansion was delivered; explicit equal support for homeschooling families was not.
