The One Big Beautiful Bill Act (signed July 4, 2025) created Workforce Pell Grants for short-term (8-14 week) career-training programs, and the Department of Education's final rule took effect July 1, 2026, creating a legal alternative-funding pathway to a four-year degree. However, adoption at launch is narrow: only about 12 states had built program-approval frameworks by early July 2026, and reporting found many existing community-college programs (e.g., a 112-hour CNA course) fall short of the new length, completion, and job-placement thresholds needed to qualify.
