This August 2024 pledge promised that the government would pay for IVF or that insurers would be mandated to cover it. Trump signed an executive order on Feb. 18, 2025 directing policy recommendations to expand IVF access and reduce costs, announced a voluntary EMD Serono drug-discount deal and an employer fertility-benefit pathway on Oct. 16, 2025, and the administration published a proposed rule on May 13, 2026 creating voluntary 'excepted fertility benefits' capped at a $120,000 lifetime maximum. As of July 2, 2026, no government payment for IVF and no insurance-coverage mandate has been proposed or enacted; the measures taken are voluntary cost-reduction steps, so the promise was pursued but the promised deliverable has not landed.
