Executive Order 14321 (July 24, 2025) deploys federal levers matching parts of the promise: it prioritizes federal grants for jurisdictions that enforce urban-camping and loitering bans, seeks to ease civil commitment of people living on the streets, and steers funding toward moving homeless individuals with mental illness or addiction into treatment and institutional settings. However, the promised program of opening large parcels of inexpensive land and creating tent cities staffed with doctors, psychiatrists, social workers, and drug-rehab specialists has not been created. Substantial action on the camping-ban and treatment elements without the centerpiece relocation program supports PARTIAL.
