No Truth and Reconciliation Commission had been established as of July 2, 2026. The administration partially delivered the promise's substance by other means: a March 25, 2025 presidential memorandum declassified the FBI's Crossfire Hurricane materials and directed their immediate public release, and ODNI declassified additional Russia-investigation documents in July 2025. The 'Truth and Justice Commission' negotiated in May 2026 is a compensation fund for alleged victims of government weaponization, not the promised declassification body. Some documents on alleged government spying were declassified and published, but without the promised commission and far short of 'all documents.'
