Trump revived and used impoundment as promised. In August 2025 the administration executed the first pocket rescission in nearly 50 years, cancelling roughly $5 billion in appropriated foreign-aid and international-organization funding, alongside repeated withholdings of appropriated funds across agencies during 2025-2026. GAO concluded the Impoundment Control Act does not permit withholding funds past their expiration date and litigation over the practice continues, but the promised action - bringing back impoundment as a tool to cut spending - occurred.
