No record was found of Trump publicly asking Congress to pass such a bill; in his March 4, 2025 joint address he described two-gender recognition as already accomplished by his own order and reserved his legislative request for a separate child sex-change ban. He did establish the promised recognition policy government-wide by signing Executive Order 14168 on January 20, 2025, which defines male and female as fixed from conception and also directed his legislative affairs office to prepare bill text codifying the definitions. Senate allies introduced the Defining Male and Female Act of 2025 on March 28, 2025 to ratify the order, but no statute has passed as of July 2, 2026. The substance was delivered administratively while the promised congressional request and statutory establishment did not occur, making this a partial fulfillment.
