Executive Order 14187 (Jan. 28, 2025) directed the Attorney General to work with Congress to draft, propose, and promote legislation enacting a private right of action for children and parents against medical professionals who performed these procedures, and on Sept. 3, 2025 the Justice Department transmitted such a bill (the Victims of Chemical or Surgical Mutilation Act, introduced as the Chloe Cole Act) to Congress. Trump personally initiated and his administration actively promoted the promised cause of action. As of July 2, 2026, however, the bill remains unenacted (introduced Sept. 18, 2025 and reintroduced in February 2026), so the private right of action he championed has not yet been created in federal law.
