Trump did not direct the FDA to convene an independent outside panel as promised. Instead, Executive Order 14187 (Jan. 28, 2025) ordered HHS to publish a literature review within 90 days, and on May 1, 2025 HHS released a 400-page review of evidence on pediatric gender dysphoria treatments whose authors HHS declined to name. An administration-commissioned outside review of hormone treatments thus occurred promptly after inauguration, but through a different agency and mechanism than the promised independent FDA panel, and no FDA-convened panel investigating links to depression, aggression, or violence had been announced as of July 2, 2026.
