Parts of this multi-part promise were delivered: the Education Department announced on Jan. 31, 2025 that it would enforce the 2020 Title IX rule after a federal court vacated the Biden administration's 2024 rewrite, and January-February 2025 executive orders (14201, 14187, 14190) targeted transgender athletes in women's sports, federal funding of gender-transition care for minors, and gender-transition promotion in federally funded schools. Delivery is incomplete elsewhere: the statutory ban on Medicaid coverage of gender-affirming care was stripped from the July 2025 reconciliation law after a June 26, 2025 Senate parliamentarian ruling, and several states still allowed transgender athletes in girls' sports amid ongoing litigation as of July 2, 2026.
