Executive Order 14168, signed January 20, 2025, rescinded the Biden executive orders underlying his gender-affirming-care policies, including EO 13988 and EO 14075. Executive Order 14187, signed January 28, 2025, then ordered HHS to withdraw its March 2, 2022 guidance on gender-affirming care and directed federal programs to end support for such care for minors. The Biden-era policies the promise targeted were revoked within the administration's first two weeks; subsequent litigation over parts of EO 14187 has not reinstated the revoked Biden policies.
