Lewis Act (via H.R.5746); cloture failed 49-51 (his Yea recorded as a procedural Nay to preserve reconsideration), then his motion for a talking-filibuster rules change failed 52-48 when Manchin and Sinema joined Republicans. He personally led the effort, which was blocked by the filibuster.
