Booker turned the campaign pledge into legislation as the sponsor of the Federal Firearm Licensing Act (S.3212, introduced Nov 2, 2023, 118th Congress), which would require a federal license, background check, and safety training to acquire a firearm. It was referred to the Judiciary Committee and did not advance; he reintroduced it again on Dec 17, 2025. He personally led and repeatedly filed the bill, but it never reached a vote.
