The RAISE Act's last introduction was S.1103 (116th Congress, 4/10/2019), before the 2020 re-election term. Across the 117th (2021-23), 118th (2023-25), and 119th (2025-26) Congresses through 2026-07-16, Cotton did not reintroduce the RAISE Act or sponsor any bill enacting the promised merit-based legal-immigration overhaul (ending chain migration, abolishing the diversity visa lottery, points-based system). His current-term immigration sponsorship centered on China-linked visa restrictions and illegal-immigration enforcement (E-Verify, detention, criminal-alien visa denial), not the promised legal-immigration reform.
