Cotton led a sustained series of bills to restrict CCP-linked visas and research access: the SECURE CAMPUS Act (May 2020), the Visa Security Act ending China's 10-year visas (February 2021), a national-labs security bill, and the Barr-Cotton university-protection bill (September 2025). These were introduced and referred to committee but, as standalone measures, none had been enacted into law through 2026-07-16, so the effort was real and personally driven but delivery fell short.
