The promise (2024-09-16) was procedural: to HAVE the Senate take up and vote on the Right to IVF Act, not to pass it. As Senate Majority Leader, Schumer controls the floor schedule and did exactly this: the Senate took up and voted on S.4445 on 2024-09-17 (Roll Call Vote 242 — cloture motion to proceed, upon reconsideration), which he brought to the floor and championed in floor remarks ("Today, the Senate will hold a simple and pivotal vote – on whether or not to take up once again the Right to IVF Act"). The cloture motion was rejected 51-44 (short of the 60 needed), but the bill's failure to advance does not affect this promise, whose deliverable was holding the vote. Because forcing and scheduling this floor vote is the unique power of the Majority Leader and Schumer personally announced, scheduled, and led the floor push — beyond casting a single vote — this rates CHAMPIONED rather than FULL. (Note: the bill itself was authored by Sen. Duckworth; Schumer's leadership here is over the floor process the promise concerned.)
