Independently verified. Klobuchar was the lead Senate sponsor of the Journalism Competition and Preservation Act of 2023 (S.1094), reintroducing it with Sen. John Kennedy (R-LA) in March 2023, and, as chair of the Judiciary antitrust subcommittee, drove it through the Senate Judiciary Committee, which advanced it to the full Senate on a bipartisan 14-7 vote in June 2023. It never received a full Senate floor vote and died in the 118th Congress without becoming law. This is CHAMPIONED — she actively led and drove the effort well beyond a single supporting vote, but the promise ('pass the JCPA') was not fulfilled (FULL fails). PARTIAL/ATTEMPTED understate her documented leadership. Fairness check: the co-lead sponsor was a Republican (Kennedy), so this identical record spans both parties — the label is party-neutral and would apply the same to either. The Klobuchar and Judiciary Committee press-release quotes were re-fetched and confirmed verbatim; the congress.gov all-info URL is a real live page (fetch was blocked by anti-bot 403, but search snippets confirmed Klobuchar as sponsor and 'reported by committee / did not become law' status).
