The promise was a 2020 presidential-campaign pledge explicitly scoped to the presidency. The PRIMARY source (American Presidency Project, UCSB) was fetched and directly verified: its title matches the cited quote exactly ("Senator Amy Klobuchar Releases Plan of More Than 100 Actions for Her First 100 Days as President"), it is dated 2019-06-18, and it contains the underlying pledge verbatim — "Jump-start legislative negotiations for comprehensive immigration reform with the stated goal of passing it in the first year." This confirms both the promise text and that the promised action could only be taken from the Oval Office. The two REPUTABLE_SECONDARY sources (NBC News, CNBC) returned HTTP 403 to automated fetch (bot detection), but WebSearch returned both cited URLs as live results with titles matching the cited quotes, and the underlying fact — Klobuchar suspended her presidential campaign on 2020-03-02 and endorsed Joe Biden — is independently corroborated by NPR, ABC News, the Washington Post, and Wikipedia. She never won the nomination or the presidency, so the conditional trigger never materialized. NO_OPPORTUNITY is the correct rating: there is no evidence she acted against the pledge (ruling out IGNORED/ABSTAINED/BROKEN), and the specific first-year comprehensive-immigration agenda was scoped to a president's powers she never obtained.
