ChampionedFact-checker reviewConfidence: 85%

Verified all four cited sources. (1) EPW Senate release (Dec 17, 2025) confirms Whitehouse reintroducing the Clean Competition Act as a carbon border adjustment; the quote about American manufacturers being "among the cleanest in the world, yet they face unfair competition from countries that do nothing to curb their pollution" appears verbatim, along with the "world's last lifeboat" framing and Rep. DelBene co-sponsorship. (2) Heatmap News (Dec 9, 2025) confirms Whitehouse with Heinrich and Schatz opposing the SPEED Act; the quote "We are committed to streamlining the permitting process — but only if it ensures we can build out transmission and cheap, clean energy" appears verbatim. (3) Senate Energy & Natural Resources statement (Mar 5, 2026) confirms Heinrich and Whitehouse reopening permitting negotiations with the verbatim quote "a bipartisan bill that will speed infrastructure development, lower energy costs, and create good-paying jobs." (4) Congress.gov S.3422 returned HTTP 403 to the fetch bot, but its content was independently confirmed via search of congress.gov's own text: introduced by Mr. Whitehouse on December 6, 2023, to create a carbon border adjustment based on carbon intensity, cited as the Clean Competition Act; the citation's "quote" is a descriptive paraphrase but every load-bearing fact is accurate. The promise is explicitly effort-based ("fight to enact," "do everything in my power to advance"), and the record shows Whitehouse as lead Senate sponsor of the carbon-pricing/carbon-border-adjustment bill and a central permitting-reform negotiator — driving all three efforts as primary sponsor and chief advocate, which exceeds ATTEMPTED/PARTIAL and meets CHAMPIONED. Confidence held at 0.85 because none of the measures became law, the permitting prong is unfinished, and the S.3422 citation is a paraphrase rather than a literal on-page quote (though fully corroborated).
