All three cited sources are reachable and their quotes verify verbatim, and together they document genuine leadership of this promise — not a bare vote or expression of support. (1) Wicker's official reconciliation release states, verbatim, "As Chairman of the Armed Services Committee, Chairman Wicker secured a total of $150 billion for investment in our military," documenting him authoring/securing a concrete additive defense increase as SASC Chairman. (2) His FY26 budget-hearing release confirms both fragments of the cited quote — "Even with a one-time $150 billion reconciliation infusion, this would leave us at 2.65 percent of GDP by 2029" and "well below the 5% of GDP that we really really need" — showing he is actively driving toward the 5%-of-GDP target he set. (3) Breaking Defense corroborates that as new SASC chair his primary objectives were that "US defense spending should grow to 5 percent of GDP" and to "boost defense funding by about $200 billion in the Republican's reconciliation package." This clears the CHAMPIONED leadership bar: he chairs the committee, authored the defense provisions, delivered a concrete enacted increase, and keeps pushing. It is not FULL because the 5% endpoint is far off (spending remains ~3% or below and the $150B was a one-time infusion), consistent with a promise framed as a "push... over time" that he is demonstrably leading. CHAMPIONED is upheld and does not overstate the evidence.
