But the promise's core goal — PASSING the NARCOS Act — was not achieved: the bill was read twice and referred to the Select Committee on Intelligence and went no further (no committee vote, no floor vote, never enacted); the 118th Congress ended with it dead. This is more than a single vote (real individual leadership), so it clears the bar for ATTEMPTED, but it is not CHAMPIONED (reserved for a led effort that actually advanced/succeeded — this one never advanced past referral) and not FULL (the Act never passed). It is also not PARTIAL for this specific legislative promise: cartels were designated FTOs in Feb 2025, but by executive action (EO 14157 / State Department), not by passing the NARCOS Act and not as Graham's legislative accomplishment.
