All four cited sources are reachable and confirm the outcome for THIS promise. (1) The blueprint press release (merkley.senate.gov, Jan 2, 2019) documents every named component in its own text: "Pass a constitutional amendment to overturn Citizens United"; "End partisan gerrymandering by requiring independent redistricting commissions to draw lines for all congressional districts"; "Nationwide automatic voter registration and same-day registration"; "Abolish the Electoral College and elect Presidents by a national popular vote." (The rating's cited blueprint quote is a substantively-accurate paraphrase/stitch rather than strictly verbatim, but each element it asserts genuinely appears on the page, so it is not fabricated.) (2) The For the People Act release (Mar 27, 2019) confirms Merkley as co-lead sponsor with Udall and contains the verbatim quotes on automatic voter registration and ending partisan gerrymandering. (3) The Electoral College release (Mar 29, 2019) confirms Merkley personally introduced the constitutional amendment, with the quoted text verbatim. (4) The Warner release (Jul 30, 2019) confirms Merkley as a cosponsor of the Democracy for All Amendment to overturn Citizens United, with the quoted list verbatim. CHAMPIONED is not overstated: Merkley authored the overarching blueprint, personally introduced the Electoral College amendment, co-led the For the People Act (covering gerrymandering and both registration provisions), and cosponsored the Citizens United amendment — going beyond mere support on three of the four components and cosponsoring the fourth. All legislative actions post-date or coincide with the Jan 2, 2019 blueprint, satisfying "push this blueprint." Rated identically to how a senator of either party who authored the blueprint and lead/co-lead-sponsored the corresponding bills would be rated.
