The controlling leadership evidence is authorship, not merely a vote: Gillibrand's own Senate press release states verbatim, "the centerpiece of my bill, the Hadiya Pendleton and Nyasia Pryear-Yard Gun Trafficking and Crime Prevention Act, was included in the legislation," and the page confirms she "authored and first introduced" the underlying bill and that through it "trafficking firearms will become a federal crime."
