Baldwin was a lead Senate sponsor/co-introducer of the Women's Health Protection Act, including the 118th Congress reintroduction (S.701, introduced March 2023) confirmed via Congress.gov/GovTrack, and multiple prior versions. Press releases from her own office and from Sen. Murray's office both describe Baldwin as a lead introducer ('Murray, Baldwin, Schumer, Blumenthal Lead 45 Senators in Introducing WHPA'), which is activity well beyond a single supporting vote. However, the bill did NOT pass: the Senate blocked it 49-51 on May 11, 2022 (Manchin + all Republicans opposed), it never cleared the 60-vote filibuster threshold, and it did not become law in the 118th Congress. Leading but not achieving enactment matches CHAMPIONED (+0.75), not FULL (never passed) and not ATTEMPTED (she led, not merely supported). Nonpartisan check: the same lead-sponsor-of-a-failed-bill record would earn CHAMPIONED for a member of either party. Sources verified real and on-point.
