Independently verified. In the 118th Congress the Senate PRO Act was S.567 (Richard L. Trumka Protecting the Right to Organize Act of 2023), introduced Feb 28, 2023. The LEAD SPONSOR was Sen. Bernie Sanders (I-VT), not Baldwin, and the bill was ordered reported by the HELP Committee but never received a Senate floor vote and did not become law (Senate Republicans could filibuster it). Tammy Baldwin was one of ~40 original cosponsors, confirmed in the sponsors' introduction press release. Being an original cosponsor genuinely advances the bill beyond a single supporting vote, but Baldwin did not lead/drive/sponsor the effort, so CHAMPIONED (+0.75) would be too generous; since nothing was enacted, PARTIAL does not apply and there was no floor vote to cast. ATTEMPTED (+0.25) is the fair, party-neutral label: a cosponsor of a bill that died without a floor vote. The prior rating's outcome stands; I replaced its mismatched 2021 (117th Congress) Baldwin press release with correctly dated 2023 sources.
